Ladies and gentlemen, esteemed ministers, distinguished guests,
It's an honor to be here with you today at the "Svet u 2025" conference. As we stand on the point of unprecedented change, with technological advancements and geopolitical shifts shaping our course, I am led to ponder: How do we prepare for a future that sometimes feels more like science fiction than reality?
UNDP’s Human Development Report of 2022 focused on uncertainty. Uncertainty is not new, but its dimensions are taking ominous new forms today. A new “uncertainty complex” is emerging, never before seen in human history. Constituting it are three volatile and interacting strands: the destabilizing planetary pressures and inequalities of the Anthropocene, the pursuit of sweeping societal transformations to ease those pressures, and the widespread and intensifying polarization.
Likewise, reflecting on insights from this year's World Economic Forum's Global Risks Report, it becomes clear that challenges such as massive technological shifts, climate crises, and geopolitical uncertainties demand our attention and action.
At the same time, The Economist's "World Ahead 2025" forecast casts light on pivotal trends such as the expansion of artificial intelligence, shifts in global trade dynamics, and the growth of clean technology sectors.
This reality underscores the indispensable role of multilateralism and international cooperation in effectively addressing these issues. The Pact for the Future, recently adopted by UN member states, exemplifies these commitments, which are essential for transforming our global ambitions into tangible actions. And these themes are not only shaping the global landscape, but also resonate deeply with Serbia's path forward.
Serbia is emerging as a key player in digital innovation, evidenced by its active role in AI development and international partnerships. I take the opportunity to congratulate Serbia for its chairmanship of the Global Ai Partnership and the fantastic international conference held on the topic last week here in Belgrade. Now, it is essential to recognize that this journey, while promising, requires careful navigation of associated challenges, ensuring that advancements promote security and benefit all parts of society equitably.
Trade presents both challenges and opportunities. As global trade in both goods and services is expected to continue growing, extending the 2024 rebound, Serbia, a small open economy, is well-positioned to leverage its strategic agreements with the EU and other partners. These agreements provide pathways to prosperity, but we must be prepared for potential headwinds such as recessions in major export markets and tariff escalations. To fully seize trade opportunities, boosting support for SMEs and the ICT sector is crucial. These efforts aid Serbia's transition to a knowledge-based, innovative economy. Additionally, implementing carbon pricing before the European Union’s Carbon Border Adjustment Mechanism takes full effect can help manage the impacts on export competitiveness.
Climate action is – again, as in the last decade and even more – at the center of attention for a sustainable future. Countries, including Serbia, must elevate their aspirations and commitments, aligning with global ambitions to phase out fossil fuels and transition to renewable energy. This transition not only addresses environmental responsibilities but also is a potential for economic growth through emerging green industries. However, change must happen more rapidly — there is no time to lose.
As we embark on today’s discussions, let us dream of a Serbia that not only manages uncertainties, but also thrives amidst these complexities.
In this context, I wanted to share a recent experience with you. The UN team in Serbia conducted a foresight exercise to analyze and discuss visions for future development. It was a moment that allowed us to dream – and in this process, also realize the many opportunities available for concrete action and change. We envisaged a Serbia where environment and climate resilience, a dynamic economy, and social cohesion come together harmoniously. This vision is a path marked by opportunities for green innovation, revitalized education, and demographic vitality. It paints a picture of a future where Serbia helps shape global transformations, not just adapt to them.
As we look to the world in 2025, this is what we would like to see: ambitious goals and decisive action, supported by all sectors of society and the international cooperation, Our firm belief is that together, our collective efforts can build the future we aspire to.
The United Nations remains steadfast as a reliable partner, supporting Serbia as it navigates this transformative journey forward.
